Instructions:
-grind up herbs as desired
-little by little, pack cones with herbs and push with packing stick to fill gaps

Faulty cones available for a cheaper price! This is because there is some flaking of the rose petals from transportation, but the rose cone is 100% usable. All have been inspected throughly.
